		<description>I run my own driving school and am aware that many people out there are choosing to buy their drivers licence rather than pass it legally.

The article above was written last year in October, has anything happened since then regarding the corruption at Department of Transport Licencing Centres?  Just think of all the people who bought their licences from then to now... .... no wonder our roads are so dangerous.

South African&#039;s don&#039;t seem to understand that a motor vehicle is like a weapon, in the wrong hands it can cause terrible tragedies.  People need to understand that passing a driving licence test is very important as it can help keep you alive and prevent you from murdering someone.

If you know of anyone who is considering buying their licence you should seriously do your best to talk them out of it.  They will be endangering their own life and the lives of those around them.

Thanks so much for the question! In all honesty, this is something we would need to look in to and get back to you but off-hand we can say that this would seem to be illegal. One would need to notice a number plate as it would mean the car is registered. 
Are you meaning that the car has no number plate due to an accident?

It seems that too much of time is focused on one accident - investigations on-going for even 3months -when they should just look at the cold hard facts and cast a judgment.

1.The law enforcement in South Africa will not be able to stop it. They don&#039;t have the manpower or resources.

2. Road deaths/injuries are increasing annually, but just how many people have actually gone to jail for culpable homicide or reckless driving?

3.These drivers are extra reckless since 2008 - because of the Substitution of section 21 of tbe Road Accident Act 56 of 1996,

&quot; The following section is hereby substituted for section 21 of the principal Act:
‘‘Abolition of certain common law claims&quot;
21. (1) No claim for compensation in respect of loss or damage resulting
from bodily injury to or the death of any person caused by or arising from
the driving of a motor vehicle shall lie—
(a) against the owner or driver of a motor vehicle; or
(b) against the employer of the driver.
(2) Subsection (1) does not apply—
(a) if the Fund or an agent is unable to pay any compensation; or
(b) to an action for compensation in respect of loss or damage resulting
from emotional shock sustained by a person, other than a third party,
when that person witnessed or observed or was informed of the bodily
injury or the death of another person as a result of the driving of a
motor vehicle.’’.

Whoever passed the law did not consider the fact that they are actually giving these owners and drivers a &quot;LICENCE TO KILL&quot;...they can drive like they want and not face any repercussions...and they know it, that is why they not even concerned about &quot;bending the rules&quot;</description>
